Vested interests utilize hidden forms of influence to protect their power and privilege by creating hurdles to participation, removing critical issues from the public arena, or managing politics ‘backstage.’ They can occur not only in political processes, but also in organizational and other group situations such as workplaces, non-governmental organizations, and community-based organizations.
Alternative choices are limited by hidden sources of power, less powerful people and their concerns are excluded, and the rules of the game are set to be prejudiced against particular people and topics. This type of influence has been described by academics as the ‘mobilization of bias,’ in which ‘some issues are organized into politics while others are organized out’ (Schattschneider 1960: 71). This is accomplished through prevailing rules and processes, the framing of issues in a way that diminishes their importance, the use or threat of punishments, and the undermining of the legitimacy of players who challenge the status quo.
Strategies for countering this type of power emphasize developing people’s voices and capacities to speak out, mobilizing and organizing to overcome participation barriers, and using research and media to challenge how issues are framed. When we talk about hidden power, we often talk about how those who have been harmed by power might fight it and make their voices heard. Simply modifying the rules concerning who is allowed to speak at a public meeting, for example, can bring new voices or topics to the table.
