Big Brother, the alleged ruler of Oceania, is a crucial character even though he never appears in the book and may not even exist. Big Brother posters with the phrase “BIG BROTHER IS WATCHING YOU” are wherever Winston turns. Winston’s existence is plagued by the image of Big Brother, which is broadcast on telescreens and imprinted on coins. Winston is both fascinated and enraged by it.
