Heroes Rising takes place shortly after Sir Nighteye’s hero agency raided the Shie Hassaikai stronghold and kidnapped the Yakuza group’s commander, Overhaul, in Season 4 of the Japanese anime series (Kellen Goff). In Heroes Rising, following a few occurrences in which Pro Heroes have permanently lost their quirks, the Hero Public Safety Commission believes the League of Villains is behind the attacks, as they are now in possession of the Shie Hassaikai drug, which permanently disables oddities. The true villain behind the attacks, however, is Nine (Johnny Yong Bosch), a formidable villain with a “quirk-stealing” talent that allows him to steal up to nine different quirks after undergoing quirk augmentation trials. As Nine seeks to take Katsuma’s cell activation quirk, Izuku, also known by his hero name “Deku,” is forced to make a difficult decision to save the islanders, resulting in one of the most shocking twist endings in My Hero Academia history.
