He said to him that he was interested in somebody called Ben.

It’s purposefully ambiguous. Who knows that.

Yep, we don’t know again, again! Andy informs Billy his father that Patz thinks he has done it on his phone. Billy asks Andy whether he’s certain, which may indicate he wants to take action. O’Leary is his outermost right-hand man, and we know that he is seeking the family of Barber, but it does not entail that Patz was assassinated.
