Three years into the age of sound, Chaplin must have anticipated that “City Lights‘” might be his final silent film. But he decided against a talkie, and although it contains full music (written by Chaplin) and sound effects, the movie doesn’t have a voice. The audience at the time would want to open in-jokes; the film starts with political speeches, but nonsensical squawks – Chaplin’s digging into a dialog – are what emerge in the speaker’s mouths. Five years later, when he did “Modern Times,” the tramp was still mute but some nonsense. Chaplin permitted him to speak on a soundtrack.
The logic here was perfect: the talk was not how the tramp expressed itself in truth. There is the illusion in most silent films that the characters speak, even if they cannot be heard. For example, Buster Keaton’s characters are plainly speechful. But the Tramp is a mime, a person who speaks body language. He exists somehow elsewhere; he is out of touch with their life and reality, judges himself by his appearance, is homeless and without true friends or families, and mostly by his activities interacts with the world.
